The error you are seeing isn't from DOSBox or Ubuntu, it's the SMART LUCK app (or rather the boot loader in it's executable) saying that it needs Windows (95 or newer) to run.  Unfortunately at this time DOSBox isn't capable of running Windows 95 (at least as far as I know, I could be wrong).  It's possible the SMART LUCK application was written against the win32 library that appeared late in Windows 3.11's life, in that case it might be possible (with a lot of work) to make it work in DOSBox.  You might be better off trying a full system emulator like Bochs.
