Windows 1.x does NOT work in DOSBox. The installer is designed in a way that makes installing with DOSBox's method of mounting drives fail, and the installer frequently locks up at random. Using a pre-installed version of Windows 1.x also fails, unless you install it to a disk image with DOS 3.x and use the BOOT command to start it.
