I finally figured out how to make this game work properly, after all of the suggestions everyone has made. Unfortunately, the problem ended up with Microprose's CD installation program. The fix is as follows:

1) Create a folder (ie: C:\DRAGON) on your hard-drive.
2) If D:\ is your CDROM drive, copy the entire D:\SPHERE and D:\RESOURCE directories to the newly created folder.
3) Download and extract Install.exe from here:
http://www.houstondragon.com/dragonpatch.zip
(This is the original DS floppy installation program file, which works with the CD version)
4) Run Install.exe, and set your CDROM and sound configurations.
5) Start the game, and enjoy! =)

CD installer doesn't finish, workaround (2006-06-24 19:12)

The CD (talkie) version of the game stops on install with an error message: "The game requires 0 bytes of disk space. You have 0 bytes of disk space available" and doesn't let you copy the games files to your hard drive. A workaround for this is to manually copy all the files on the CD in the RESOURCE and SPHERE folders to a folder labeled DRAGON on your hard drive. Run DRAGON.BAT from there to start the game. (Music works fine for me but I do not hear any speech in DOSBOX version 0.65)

Speech doesn't work in the CD version, only a noise is heard (a similar problem is with VDMSound 2.0.x). More info:
